SEC Fee 美国证监会交易征收费

在美国上市的股票在卖出的时候，会被征收一个 SEC¹ fee。这个费用只有在卖的时候才有。类似中国的股票交易手续费中的证券监管费，香港证券交易所的交易征费。

SEC 每年都会调整这个费用并公布。

2020 年公布如下：

Consequently, each SRO will continue to pay the Commission a rate of $20.70 per million for covered sales occurring on charge dates through Feb. 17, 2020, and a rate of $22.10 per million for covered sales occurring on charge dates on or after Feb. 18, 2020.

也就是说 2020 年 2 月 18 日之前，卖出收益（proceeds）每一元征收 0.0000207 元，按比例来算就是万分之 0.207。在 2020 年 2 月 18 日当天及之后，卖出收益（proceeds）每一元征收 0.0000221 元，按比例来算就是万分之 0.221。

2019 年公布如下：

Consequently, each SRO will continue to pay the Commission a rate of $13.00 per million for covered sales occurring on charge dates through April 15, 2019, and a rate of $20.70 per million for covered sales occurring on charge dates on or after April 16, 2019. The fee rate for fiscal year 2019 compares similarly to the fee rates in years prior to 2018. As noted in the last advisory, the lower rate in 2018 was in part the result of a substantially higher dollar amount of covered sales.

也就是说 2019 年 4 月 16 日之前，卖出收益（proceeds）每一元征收 0.000013 元，按比例来算就是万分之 0.13。在 2020 年 4 月 16 日当天及之后，卖出收益（proceeds）每一元征收 0.0000207 元，按比例来算就是万分之 0.207。

查询其它年份，用谷歌搜索“SEC Fee Rate Advisory for Fiscal Year 20xx”，其中 20xx 用年份替代。

在 BMO InvestorLine 每笔卖出交易的确认单（confirmation）上有一个 US TRXN² FEE。

在 Scotia iTrade 每笔卖出交易的确认单（confirmation）上有一个 US TRADE FEE。

各银行的条款清楚吗？

• 在 BMO InvestorLine 的 Commission & Fee Schedule - InvestorLine Self-Directed 文件里没提这个费用。
• Scotia iTrade 的 Commission / Fee Schedule - Scotia iTRADE 文件还是 2019 年版本，用小字提到如下：

Note: You may have noticed a small transaction fee that appears on your confirmation slip as an "SEC Fee". This fee is always separate from any commissions or other fees you are charged. The SEC charges a fee at a rate equal to $20.70 per million gross of the total dollar amount of securities sold (other than index-based options, bonds, debentures and other evidences of indebtedness). This SEC Fee is only applied to U.S. sell transactions.

• RBC Direct Investing 的 Commissions & Fees - RBC Direct Investing 文件也是 2019 年版本，也没提到这个费用。
• TD Direct Investing 也没有提到这个费用。
• QuesTrade 十分详细的列出了各种费用。

SEC Fee 的计算的时候是 ROUND UP 到 cent，不是四舍五入的，而是全部入到“分”位。
